Follow these steps to be able to contact Meta through chat, which is the best way possible:

Go to https://www.facebook.com/accountquality

1. At the end try to contact support.
2. Choose "Its something else"
3. Then choose "Other Issues"
4. Then select the Page
5. Then choose "Page Taken Down"
6. Then at the end choose "Contact Support"
7. Add the description of your case and then start chat.

They might require a signed statement or letter from a person with sufficient knowledge and authority over this matter. The letter should include the Facebook account (URL/ID/associated email) that should be added as the new admin of the Business Manager
